As you are probably quite aware, the earlier an outage can be planned, the better. Fundamentally, certain roles and responsibilities need to be assigned and executed many months prior to the outage. The O I C Outage Team recommendations are consistent with the industry "best practice" and EPRI guidelines regarding outage planning and preparation milestone dates. Certain high level cost and and schedule constraints must be known very early in the process. Also, certain engineering and procurement items may require long lead times.
